class=\"tag-info-university\">Background information:<\/span>\n\n            <section class=\"description-university\">\n\n                <p>The National Council of Rectors is a body created by the Agreement for the Coordination of State University Higher Education in Costa Rica, signed on December 4, 1974 and amended in 1982.<\/p>\n                <p>This agreement, in its Chapter I entitled <strong>\u00abThe Coordinating Bodies of State University Higher Education\u00bb<\/strong>, states:<\/p>\n\n                <span class=\"subtitle-description-university\">Article 1:<\/span>\n\n                <p>The body in charge of coordinating State University Higher Education shall be composed of:<\/p>\n\n                <ul class=\"list-items-desc-univ\">\n                    <li>The National Council of Rectors (CONARE).<\/li>\n                    <li>The Expanded CONARE.<\/li>\n                    <li>The Higher Education Planning Office (OPES), which will be its technical body.<\/li>\n                <\/ul>\n\n                <span class=\"subtitle-description-university\">Article 2:<\/span>\n\n                <p>CONARE will be formed by the rectors of the signatory institutions of this Agreement.<\/p>\n\n            <\/section>\n\n\t\t<\/div>\n\n\t\t<div class=\"large-item-info-university\">\n\n\t\t\t<span class=\"tag-info-university\">Conformation:<\/span>\n\n            <section class=\"description-university\">            \n\n                <p>Based on Article 2 of the agreement creating CONARE (Chapter I entitled \u201cThe Coordinating Bodies of State University Higher Education\u201d), it will be formed by the rectors of the institutions signatory to this agreement.<\/p>\n\n                <p>Accordingly, CONARE is currently composed of:<\/p>\n\n                <ul class=\"list-items-desc-univ\">\n                    <li>Dr. Gustavo Guti\u00e9rrez Espeleta, Rector of Costa Rica University (<a href=\"https:\/\/www.rectoria.ucr.ac.cr\/site\/el-rector\/\" target=\"_blank\" rel=\"noopener\">Rectory UCR<\/a>). <strong>[i]<\/strong><\/li>\n                    <li>Ing. Mar\u00eda Estrada S\u00e1nchez, Rector of Costa Rica Institute of Technology (<a href=\"https:\/\/www.tec.ac.cr\/rectoria\" target=\"_blank\" rel=\"noopener\">Rectory ITCR or Rectory TEC<\/a>).<\/li>\n                    <li>M.Ed. Francisco Gonz\u00e1lez Alvarado, Rector of National University (<a href=\"https:\/\/www.rectoria.una.ac.cr\/\" target=\"_blank\" rel=\"noopener\">Rectory UNA<\/a>).<\/li>\n                    <li>M.B.A. Rodrigo Arias Camacho, Rector of State Distance University (<a href=\"https:\/\/www.uned.ac.cr\/index.php\/rectoria\" target=\"_blank\" rel=\"noopener\">Rectory UNED<\/a>).<\/li>\n                    <li>M.Ed. Francisco Gonz\u00e1lez Calvo, interim rector, National Technical University (<a href=\"https:\/\/www.utn.ac.cr\/autoridades\" target=\"_blank\" rel=\"noopener\">Rectory UTN<\/a>). <strong>[iii]<\/strong><\/li>\n                    <li>Mag. Eduardo Sibaja Arias, Director of Office of Higher Education Planning (<a href=\"https:\/\/www.conare.ac.cr\/wp-content\/uploads\/archivos\/jerarcas-y-decisiones\/01%20Jerarcas\/01.%20Director%20de%20la%20Oficina%20de%20Planificaci%C3%B3n%20de%20la%20Educaci%C3%B3n%20Superior.pdf\" target=\"_blank\" rel=\"noopener\">OPES<\/a>). <strong>[ii]<\/strong><\/li>\n                <\/ul>\n\n                <p>Mr. Gast\u00f3n Baudrit Ruiz, Director of CONARE&#8217;s Legal Counsel, attends the Council&#8217;s meetings as a special guest.<\/p>\n                <p>CONARE has its own legal status, according to Law No. 6162 of November 3, 1977.<\/p>\n                <p>CONARE is a collegiate body that meets once a week in ordinary session. It does not have management; however, it has other directors who do not attend the Council&#8217;s sessions, which correspond to the following institutional programs:<\/p>\n                \n                <ul class=\"list-items-desc-univ\">\n                    <li>M.Sc. Laura Ram\u00edrez Sabor\u00edo, Executive Director of SINAES.<\/li>\n                    <li>Mag. Eduardo Sibaja Arias, General Director a.i. of CeNAT.<\/li>\n                    <li>Dr. Jorge Vargas Cullell, Director of State of the Nation (PEN).<\/li>\n                <\/ul>\n\n                <aside>\n                    <p><strong>[i]<\/strong> As of December 4, 2023 and until December 3, 2024, the rector of the Universidad de Costa Rica, Dr. Gustavo Guti\u00e9rrez Espeleta, will preside over the meetings of CONARE, according to a notice published in the Official Gazette No. 210 of November 13, 2023.<\/p>\n                    <p><strong>[ii]<\/strong> The Director of OPES is a member of the Board with voice, but without vote.<\/p>\n                    <p><strong>[iii]<\/strong> Mr. Francisco Gonz\u00e1lez Calvo assumes the interim rectorship of UTN from April 1, 2024 to June 30, 2024.<\/p>\n                <\/aside>\n\n            <\/section>\n\n\t\t<\/div>\n\n\t\t<div class=\"grid-item-info-university\">\n\t\t\t<span class=\"tag-info-university\">Address:<\/span><address class=\"address-info-university\">Edificio Dr. Franklin Chang D\u00edaz.
